What is the FREE System?

The Foreign Resource Electronic Exchange System (FREE) is an interstate and international function of the Human Availability and Resource Database (HAND) System. For nations or states lacking natural or manufactured resources it allows for trade that is agreed upon by each country, province, region or state. Trade does not have to mean equal value. It can be philanthropic. The only requirement is that resource managers must request permission from the people by vote through the HANDS before releasing anything through the FREE System.

The FREE System is operable as an interstate resource exchange. International exchange may involve exchange with nations utilizing sociocapitalist economies. If there is an abundance of resources and they are not depleted by such an exchange, there is little reason to deny an export request.
